COMMON AGRICULTURAL POLICY : CAP HEALTH CHECK SPARKS MIXED REACTIONS.

The health check' sets out "a path between the dangers of ineffective management too close to the sector and irresponsible liberalism without rules," said Agriculture Commissioner Mariann Fischer Boel, on 20 May, as she presented her legislative proposals. The European Commission's proposals nevertheless met with very mixed reactions.

The European Parliament's rapporteur, Portuguese Socialist Luis Manuel Capoulas Santos, said the "proposals contain positive aspects but err on the side of liberalism and insensitivity to social aspects". Among these positive aspects, Capoulas Santos mentioned the new Article 68 (formerly Article 69), which "could even be exploited further," new criteria for the grant of direct support, the principle of phased-in modulation...
