ENVIRONMENT : CLIMATE, INNOVATION AND EMPLOYMENT ARE PRESIDENCY'S PRIORITIES.

The top environmental priority of the German Presidency of the EU is the Energy-Climate Package, announced German Environment Minister Sigmar Gabriel, speaking to the European Parliament's Environment Committee on 23 January in Brussels. Like the European Commission, Germany plans to link the two subjects for debate in Council. The Council president said he backs the Commission's proposals on the whole, both for energy efficiency and the reduction of greenhouse gas emissions. He favours a 30% reduction by 2020, and while considering that this has to be negotiated in the international arena, he added that if agreement proves impossible at that level, the Commission will have to send industry a very firm signal, namely that European emissions will have to be reduced by at...
