The National Federation of Independent Business, spearheading the drive in Congress to allow association health plans, adds a bit of fizz to the debate. NFIB delivered cases of soda to some key congressional offices. The point: When you buy soda by the case, it costs 22 cents a can, while a single can in a vending machine costs 60 cents.
The federation said small firms could achieve similar savings if they were allowed to join together to buy health insurance "in bulk" through trade associations.
