The procurement reforms of the 1990s "had a devastating impact on small business." declared Senate Small Business Committee Chairman John Kerry (D-MA)

He invited comments at a June 19 committee roundtable on his proposed legislation designed to expand opportunities for small firms.

"I think we have to acknowledge that the procurement reform of the early 1990s simply hasn't protected small businesses," he said.

Pointing to bundling, the Adarand decision limiting affirmative action and the growth of GSA schedules and other multiple award contracts, the senator said, "All of this has had a devastating impact on small business."
