Kelman, "government reinventor," defends reforms.(Steven Kelman, opening up of government contracts to small business)(Brief Article)

One of the architects of the 1990s procurement reforms urges the Bush administration and Congress to tread lightly as they look for ways to increase small businesses' share of federal contracts.

"The percentage of prime contract business going to small businesses is higher than it was in 1993 (before procurement reform), by several percentage points," said Steven Kelman, administrator of the Office of Federal Procurement Policy from 1993 to 1997.

Defending the procurement reforms he helped to develop, he said, "In general, I don't see much evidence in the data that (the system) is broken."
