Local access line subscription reaches 32 million.(MARKET INTELLIGENCE)

According to the Federal Communications Commission (FCC), the number of local access lines of phone carriers registered an increase of 7 percent during the first half of the year. The competitive local exchange carrier (CLEC) lines increased from 29.8 million to 32 million. The increase was about 10 percent in the last six months of 2003.

The phone networks are leased out by the dominant or incumbent local exchange carriers (ILECs) to the CLECs. Most of the ILECs are either the Bell companies or rural carriers. After the recent decisions of the FCC that revised the network-sharing rules for fiber broadband, it has become difficult for CLECs to access the network elements.
