Khelil is the current OPEC president, a position he took at OPEC's ministerial conference in November 2000. Since late 2000 he has re-inforced the role of OPEC president. It was at his suggestion that OPEC's next ministerial meeting was held in January 2001 and that the ministers agreed they should meet more frequently from then on. Thus there will be an OPEC ministerial meeting on March 16-17 and several others in 2001/02.

An excellent diplomat and a pragmatic man, Khelil in OPEC follows Saudi Arabia's moderate line. For example, now he does not agree with OPEC's price hawks - mainly Iran, Kuwait and Venezuela - who want the base price for the organisation's basket of seven crude oils to be raised from $22/b to $25.
