The debate over H.R. 10-the financial modernization bill-in all its various incarnations in this Congress, has been an on-again, off again, constantly shifting affair that has turned industry against industry, even bank against bank. Even as Congress returned from its summer recess, the early September markup that Senate Banking Chairman Alfonse D'Amato planned for H.R. 10 was postponed "indefinitely," in hopes of producing consensus legislation.
