Who is liable for bad images? The Check 21 Legislation states that the party that takes the original image of the item or the party that prints the IRD is responsible for any issues caused by poor image quality. Most banks are passing at least a portion of the liability for bad image quality on to their clients. This issue can be a substantial "sticking point" for some corporations. It's important that banks adopt image quality analysis at the point of capture, in central operations, and even performed on any IRDs printed in-house or by a third-party processor.
