In a nation where as many as 30% of the population lacks a birth certificate, the World Bank is financing a program to eliminate the "legal invisibility" of so many people, reports Diario Libre (Sept. 4, 2006). It will allow Dominican Civil Registry officials to provide birth certificates and personal ID cards called "cedulas" for almost half a million people.

Initial start up will include funding for US$3.5 million. The JCE and the Social Cabinet will work through the 161 Civil Registry offices nationwide. All documents will be free to the recipients.
