For the city of Phoenix, the three factors that govern equipment replacement are "age, mileage or utilization, and cost of operation," says Andy Andrews, fleet control manager for the Equipment Management Division of the city's Department of Public Works. The division manages some 6,000 pieces of equipment in support of a number of city departments--police, fire, parks, streets, and solid waste, to name a few.

The city currently uses a computerized fleet management system that it has had for 15 years. "We're in the throes of upgrading it," says Andrews. "We have to write special utility programs to get at some of the information we need.

"The computer system tracks all maintenance and fuel usage information and keeps it organized by equipment...
