At its annual meeting in Atlanta in early December, the NLC urged the Bush Administration and Congress to give metropolitan areas the financial resources they need to improve homeland security. Detroit Mayor Dennis Archer, NLC president, said, "Americans rely on city leaders as never before. Cities are the frontline in our efforts to maintain security and order. We accept the new responsibilities. We're ready, but we need a full partnership with the federal government."

In a policy statement, the NLC board said, "New homeland responsibilities should not impede cities' ability to provide basic services. In the absence of a federal partnership, cities may face a difficult choice between ensuring safety and cutting essential city services and critical long-term...
