The Justice Department will maintain the Homeland Security Advisory System. Justice and the Office of Homeland Security would determine if a threat was credible, corroborated, specific, imminent, and grave.

The alert system is color-coded to correspond to the security threat. Green indicates a "low level" of risk only requiring that ongoing protective measures be updated. Blue, yellow, and orange represent sequentially higher risks that require additional actions.

A red alert would indicate a "severe" threat. Under red conditions, the Department of Justice may direct the closure of public and government facilities and increase or redirect personnel to address critical emergency needs.
