The new Community policy on chemical products (REACH) is undoubtedly one of the main dossiers to be tackled this autumn. For the time being, the ball is in the European Parliament's court - it is expected to make known its position on second reading (co-decision procedure) in November. After the European Commission had expressed its views on the Council's common position at the end of July, informal negotiations began between the Council and the Parliament with the aim of reducing to a minimum their differences and so prevent the Parliament's vote from blocking proceedings.
