RESEARCH : CONSULTATION TO BE HELD ON FUTURE OF EUROPEAN RESEARCH AREA.

Interested parties are to be invited to give their opinions on the future development of European research and development policy, in a consultation that will be launched by the European Commission.

Commissioner Janez Potocnik intends to launch a debate through the publication on a green paper, expected on 4 April. One major theme to be addressed will be how to break down barriers to researchers' mobility. Those commonly identified include double taxation, difficulties with portability of pension rights and rigid university recruitment policies. The question will be asked whether existing voluntary initiatives to improve mobility, such as the Code of Conduct for the Recruitment of Researchers, need to be complemented by binding measures.
