The draft reform Treaty of Lisbon that was approved by the heads of state and government of the EU in Lisbon confers upon the European Parliament powers that are to be shared with the Council of Ministers in many areas, including agriculture.
As was foreseen in the discarded Constitutional Treaty of 2004, the new document extends the co-decision procedure (involving the Council of Ministers and the European Parliament) to agriculture, which means that, in this sector, the Council will have to negotiate the amendments that are voted by the assembly, whereas at present, the latter is only consulted for an opinion.
