INTERNALISATION OF TRANSPORT EXTERNAL COSTS : EUROVIGNETTE FIRST, THE REST LATER, SAY MEPS.

The European Parliament has called upon the European Commission in the 2009 review of the multi-annual financial framework to increase significantly the overall financial effort towards research and development concerning the environment, energy and transport. It also urges the Commission to immediately launch tangible implementing measures to promote sustainable transport in sensitive mountain regions. Furthermore, it says it wants to tackle the problem of urban congestion "more ambitiously". These are just some of the approaches listed in a resolution adopted in the Strasbourg plenary session, on 11 March, on Sustainable European transport policy, taking into account European energy and environment policies' (report by Gabriele Albertini, EPP-ED, Italy).
