International cooperation on nuclear emergencies. * Since the 1979 Three Mile Island accident in the United States and the 1986 Chernobyl disaster, many countries have been making an effort to improve their emergency planning, preparedness and management programmes for a nuclear accident. The OECD Nuclear Energy Agency has just published a report on an international nuclear emergency exercise (INEX1) intended to improve trans-border cooperation and coordination in the event of such an emergency. The specific objectives of INEX included:

- the process of alerting and communicating with neighbouring countries in the light of bilateral/multilateral/international obligations;
