ENERGY EFFICIENCY: EUROPEAN COMMISSION ADOPTS ACTION PLAN.

The European Commission adopted on 26 April its Action Plan for Energy Efficiency. The paper was ready for adoption one year ago, but was postponed due to the resignation of the entire team of Commissioners under Jacques Santer in March 1999 and the changeover of the EU executive board. It aims at removing the barriers to the diffusion of energy-efficient technologies, representing 160 million tonnes of oil equivalent (Mtoe), or 1,900 TWh, or 18% of present energy consumption in the EU. The paper introduces three groups of mechanisms for improving energy efficiency: within non-energy related EU policies; within the existing EU programmes; and new initiatives.
