COUNCIL AND PARLIAMENT SEAL AGREEMENT ON ENERGY EFFICIENCY DIRECTIVE.

The Council of Ministers and the European Parliament reached an informal agreement on November 30 on amendments to the future Directive on energy efficiency. The Committee of Member States' Permanent Representative to the EU (COREPER) immediately endorsed the agreement later the same day. The Directive will therefore run for nine years (until the end of 2017) instead of six, but Parliament failed to budge the Council on an increase in targets for energy savings above the basic scenario: the target remains at 1% for the entire duration of the Directive. The Council rejected the notion of an interim target for 2011 to be set by the member states.
