EUROPEAN RESEARCH AREA : DEBATE LAUNCHED ON ERA'S FUTURE.

Europe needs urgently to counter the fragmentation of its research efforts, according to the European Commission, in a Green Paper published on 4 April.

The paper states that, despite efforts made since 2000 to develop a European Research Area (ERA), fragmentation remains a prevailing characteristic of the EU's public research base. It prevents Europe from "fulfilling its research and innovation potential, at a huge cost to Europeans as taxpayers, consumers and citizens".

A major part of this fragmentation is a lack of coordination between national and regional research programmes in different member states. Progress made so far "falls far short of the ambition and potential". Current problems include duplication of R&D and a dispersion of resources....
