According to Energy Commissioner Andris Piebalgs, the electricity suppliers' surveillance system has proven its worth over the summer. The system, established by the European Commission, works with the support of the European transmission system operators (ETSO), the Union for the Coordination of Transmission of Electricity (UCTE), the electricity producers' association Eurelectric and other organisations. The Commission noted that the system, now in its third year, was not tested in a crisis condition such as that in Germany (November 2006) affecting large parts of Europe. "The then existing reporting system of transmission system operators [following the German blackout - Ed] did not appear to be very robust," admitted the Commission.
