Congress is on the verge of creating a financial control board to oversee Washington, D.C.'s city finances. Fearing more draconian solutions, like receivership, the city's elected leaders voiced cautious support for the control board concept during Congressional oversight hearings last week.

A request by local leaders for additional federal aid beyond the current $660 million annual federal payment to the city was flatly rejected by lawmakers on the Congressional panel.
