A panel, led by William Julius Wilson author of the book 'When Work Disappears,' took up a discussion of joblessness and welfare in a Sep 1996 meeting. One success story reviewed by the panel involved the relocation of Steeltech Manufacturing to the inner city area of Milwaukee, WI.

As part of a strategic planing effort aimed at improving the leadership capacity of municipal officials, the DuPage Mayors and Managers Conference has begun a yearlong effort to assess the strengths and weaknesses of civic infrastructure among the region's governments.

The effort also will seek to identify and share techniques local leaders can use to help promote a vital civic society by transforming passive consumers of government services into responsible and active citizens....
