Sarbanes Reviews Senate Democratic Agenda.

Senator Paul Sarbanes (D-Md.) warned delegates at the Congressional City Conference last week that though the economy is good, they must remember that the large surplus projections are just that--projections for the future. He told city leaders that the surplus should be used as President Clinton suggested--to pay down the debt and save social security and medicare.
"Some of the surplus can be used for education, job training, technology and infrastructure, but the bulk should be used to pay down the national debt, bail out social security and to strengthen medicare. A tax cut is not advisable at this time. We do not know how long the surplus will last. It is not time to spend or give tax credits, but it is time to pay down the debt and Social Security.
