Highlights of NLC's policy development process at the Congress of Cities in Atlanta include support of voting rights in the House of Representatives for the District of Columbia, new policy concerning international trade agreements and a comprehensive revision of NLC's energy policy.

The seven policy committees met to review the work of the steering committees and vote on proposed policy amendments and resolutions. Each committee thoroughly reviewed the proposals and discussed relevant issues.
