A month after Congress passed its fiscal year 2002 supplemental spending bill beneficial to local homeland security expenses, the administration withheld $5.1 billion in funds in an effort to exercise fiscal constraint. The National League of Cities is lobbying Congress to replace those funds.

Approximately $2.5 billion in funding to local and state governments was blocked, affecting resources to first responders for emergency management planning and assistance, interoperable emergency communications systems, vulnerability assessments of water infrastructure, firefighter grants, and related programs.
