The Senate is engaged in a brawl over a bill that would permit direct government funding to religious institutions engaged in the delivery of social services.

The debate surrounds "The CARE Act" (S. 1924), a bill that would provide $5 billion in tax breaks and direct grants to religious institutions.

S. 1924 is silent on whether faith-based institutions in receipt of public funds have to comply with federal, state and local anti-discrimination laws.

The controversial version of the bill that passed the House, H.R. 7, specifically permits the preemption of federal, state and local anti-discrimination, contracting and other laws.
