House passes funding for housing, transportation.(Congress. House)

The House rejected a series of amendments to strike funding and earmarks and went on to pass H.R.3074, a $104.4 billion FY08 transportation and housing spending bill.
The rejected amendments included a series of amendments to cut funding for Amtrak operating and capital funds and one to shift $106 million from Amtrak into a Department of Housing and Urban Development (HUD) grant program for the homeless. The final vote of 268-153 is not sufficient to overcome the threatened veto by President Bush for "excessive" spending of $4.1 billion above his request.
Although H.R. 3074 passed by a wide margin, the debate was filled with impassioned debate over earmarks projects and amendments seeking to eliminate a number of programs.
