We've heard a lot of noise during the presidential campaign about proposals for this program or that problem. But one thing we haven't heard much of is anyone talking about issues of concern to the leaders of America's hometowns.

Seven out of 10 Americans live in our cities and towns--and they have a right to live in thriving neighborhoods, with quality housing, good services, dean, safe streets and jobs to support their families. But local governments can't do it alone. We need Congress and the Administration--and the next President--to step up and be full partners.
