RAIL TRANSPORT : THIRD RAIL PACKAGE ADOPTED.

The European Parliament and the Council of Ministers have approved the Third Railway Package. The MEPs, gathered in plenary session in Strasbourg on 25 September, gave their assent to the agreement that was concluded with the Council on 21 June (conciliatory committee) on this legislative package, adding another milestone to rail liberalisation. The Council decision came the following day.
The agreement concerns three texts: a directive on the development of European rail (modification of Directives 91/440/CE and 2001/14/CE), a regulation on passenger rights and obligations and a directive on the certification of train drivers.
The directive states that international rail passenger services must be opened to competition by 1 January 2010 at the latest....
