EU/US : INVESTMENT AT HEART OF NEW OPEN SKY TALKS.

Even if they are officially displaying their optimism on the outcome of the Open Sky II negotiations, which opened on 15-16 May in Ljubljana, American and European negotiators are not hiding the fact that the task will be tough. The most difficult points - those which could not be resolved during the four years of the first Open Sky negotiations - are now on the table. The Europeans have two major ambitions: access to the internal flight market in the United States and the end of barriers to investment in American airlines. While the first Open Sky agreement certainly opens up the possibility for Europeans to hold a majority stake in an American airline, foreign investors still cannot hold more than 25% of shares with the right to vote.
