EU/US : OPEN SKY TALKS ENTER CHALLENGING SECOND ROUND.

The negotiations for a second aviation agreement between the USA and the EU got underway in Ljubljana, Slovenia, on 15 May (see also page 5). The European airline companies above all hope to see the American rules on investment and control of US airline companies relaxed as a result of these talks. In a speech given on 13 May in Brussels at the European Aviation Club, John Byerly, who will conduct negotiations for the US, set out his country's expectations. They centre on three areas: new traffic rights, liberalisation of investments and environmental constraints.
