INTRODUCTION: WHAT IS A KNOWLEDGE BASE?

In what is being called the knowledge economy, organizations around the world are recognizing that intellectual capital, the sum total of knowledge within a company that can create wealth, is a critical asset. Intellectual capital assets, inherently intangible, are replacing tangible assets such as land, labor, and financial capital as the competitive advantage of today's business organizations (see, for example, Drucker 1988; Nonaka 1991; Stewart 1997). The need to manage the creation and flow of intellectual capital assets (ideas, innovations, best practices, corporate policies, and so on) has caused many organizations to invest in knowledge systems, including what are generically referred to as "knowledge repositories"...
