Before adjourning for the August recess, both the House and Senate named conferees for the House--Senate Conference Committee on terrorism insurance legislation.

There are several key differences between the bills and the conference committee planned to work during the recess to begin hammering out the differences. The House bill places restrictions on the ability of individuals to seek further damages in court, while the Senate bill contains no such provision. The bills also differ on how the government would provide coverage: The House bill calls for the government to cover a majority of the losses, but would require the insurance companies to classify these costs as loans and pay back the government, while the Senate calls for the insurance companies to...
