Fate of Bills Uncertain as Year Winds Down

It happens every fall. Congress returns from a month-long summer vacation with a list of legislation to complete before adjourning for the year. Some is required; some gets pushed into the next session. This year is no exception. Little happened in the first month back from vacation, putting pressure on legislators to act by the end of October--or stretch the session beyond their self-imposed adjournment date.

As of press time, Congress had passed and President Clinton had signed a temporary spending bill to keep the government functioning until Oct. 21. Clinton let it be known he had no intention of letting Congress off the hook again.
