Congress and the president returned from a month-long summer vacation looking at a long agenda and a short timeframe. They settled back into Washington nine weeks--about 20 working days--before the mid-termelection--an election that has become critically important to Capitol Hill and the White House.

Republicans control the House of Representative by a slim 11-seat majority. Minority leader Richard Gephardt (DMO) has all but staked his career on getting enough Democrats elected to take that majority away and get himself chosen speaker of the House.
