The high visibility issues this year are Social Security reform and tax simplification. President Bush makes almost daily headlines trying to sell his idea of personal investment accounts as a way to reform, if not rescue, Social Security.

He sent a $2.57 trillion budget to Congress that does not include supplemental funds for Iraq and Afghanistan or costs associated with restructuring the Social Security system. The huge cloud hanging over the president's big ambitions is the federal deficit.

Behind the headlines, however, Congress is going about its business. While lawmakers argue over the budget, bills are being introduced to carry out Bush's agenda.
