MANY RESIDENT TAKE FOR GRANTED the water they receive at their apartment communities, hardly considering how much they use. The cost, after all, is relatively low and many times is built into residents' rent structures or allocated according to some arbitrary value, such as square footage or number of bedrooms.

But the days of cheap water appear to be ending. The Southeast is in the midst of a record drought, causing governmental action in states like North Carolina, where its governor recently ordered the curtailment of non-essential usage. The State of North Carolina Utilities Commission in October called the drought across much of the state as the worst in recorded history.
