Rick Hyndman responds: Bill Henderson's comment about failed policy seems to say that GHG emission pricing has been tried and failed. But, in fact, carbon pricing has not been seriously tried in any comprehensive way. There are certainly some regulatory approaches that could contribute to reduced GHG emissions, and stepped-up investment in new energy supply technology is critical, but there is almost universal agreement among policy experts that broad and significant carbon pricing has to be a central part of the policy package required to achieve reductions efficiently.

Canada and the rest of the world need to draw on consumer and industry responses to carbon pricing to promote a diverse range of improvements.
