1. Boston Private Financial Holdings announced plans to buy First State Bancorp, the holding company for $174 million First State Bank of California, for $26.6 million in cash and stock. The deal is expected to close by the fourth quarter and immediately boost earnings.

2. West Bancorp hopes to increase its Iowa market share by buying independent investment advisor VMF Capital, which has $370 million in assets under management. It will become a wholly owned subsidiary. The acquisition is slated to close in October.
