HURRICANE Katrina survivor Ro'Bin White Morton shudders when she hears thunder rumble outside her Germantown apartment. It reminds her of the roaring sound that surrounded her New Orleans home a year ago today - before the levees broke and she fled to safety through neck-high water, clutching her husband's belt so they could stay together.

White Morton lost everything to Katrina. She has a job now helping other survivors cope, so she isn't threatened with the loss of her new residence. But she fears that other Katrina survivors who relocated to Philadelphia could soon find themselves homeless.
