TOMORROW IS the deadline for public comment about the latest numbskull security measures proposed by the National Park Service to "protect" the Independence Hall area from terrorist attacks. So far, protest to the plan - which calls for, among other things, construction of a 7-foot-high fence that would slice Independence Square in half - has been loud and from all the right people.

The mayor, governor, other elected suits and a coalition of private citizens and business and civic leaders have given the plan a hearty thumbs-down. Maybe the park service will listen.
