IRS internal haz-mat audit finds no trace of powder An Internal Revenue Service office in Northeast Philadelphia was evacuated for an hour yesterday morning after a mailroom employee thought she discovered black powder in a package, police and fire officials said. The woman told authorities the powder had given her an itchy rash.

But hazardous-materials investigators found no evidence of any powder after examining the woman's work station and the mailroom, a fire spokesman said.
