MLB nullifies transaction that brought Livingston to Phils

It looked as if the Phillies got caught with their hands in the cookie jar, but, they say, they didn't know they couldn't have any cookies. The Mariners designated lefthanded starter Bobby Livingston for assignment Dec. 4. The Phillies set up a deal with the Devil Rays to claim Livingston - thereby keeping him from other teams ahead of the Phillies on the waiver list - after which the Phillies would trade cash for Livingston.

That's what happened Tuesday. Yesterday, Major League Baseball nullified the the Devil Rays' waiver claim and awarded Livingston to the Reds, who, according to a baseball source, complained the Phillies broke the rule. "We were unaware [of the rule]. I think pretty much everybody in baseball is," said Phillies assistant general manager Mike Arbuckle....
