THE  DAILY NEWS ' July 2 editorial  "Bad Credit"  is simply "Bad Facts."

Fact: Non-profit credit counseling is not currently regulated in Pennsylvania. There are no fee caps, no background investigations, no bonds, no trust accounts, no licenses, no education requirement and no governmental oversight.

Fact: Rep. Dwight Evans' H.B. 2294 would finally bring law and order to credit counseling whether agencies are non-profit or for-profit.

Fact: Thirty-nine states already permit for-profit credit counseling.

Fact: Recently, the non-profit requirement has been removed for credit counseling in Delaware, Idaho, Kansas, Maine, Maryland, Mississippi, Virginia, Rhode Island and ...
