UN "optimistic" that Russia will ratify Kyoto

MILAN (AFP) — The United Nations still hopes Russia will ratify the Kyoto Protocol, a UN official said shortly after a senior aide to President Vladimir Putin declared Moscow could not back the climate-change agreement.
"Russia has over the last few months sent mixed signals but Mr. Putin didn't rule out ratification last September," Michael Williams, spokesman for the UN Framework Convention on Climate Change (UNFCCC) told AFP.
"We remain optimistic that Russia will indeed ratify," he said Tuesday.
Williams was referring to remarks made by Putin on September 29 when he opened the World Scientific Conference on Climate Change, a forum hosted by Russia.
Earlier Tuesday, Andrei Illarionov, Putin's chief advisor on economic issues, told reporters in Moscow that "in its current form, the Kyoto Protocol places significant limitations on the economic growth of Russia."
