WASHINGTON (AFP) — President George W. Bush warned that the new Iraqi government would not end the violent insurgency but did take the country "one step closer" to democracy.

The US leader said progress was being made on a new UN Security Council resolution on Iraq. But ahead of a European tour and key international summits, he acknowledged that no new international troops were likely to be signed up to help the US-led coalition.

"The naming of the new interim government brings us one step closer to realising the dream of millions of Iraqis, a fully sovereign nation with a representative government that protects their rights and serves their needs," Bush said at the White House.
