Russia not complying with truce deal: Rice

WASHINGTON (AFP) — US Secretary of State Condoleezza Rice Sunday accused Moscow of failing to comply with a ceasefire deal in Georgia and urged Russian leaders to honor a pledge to withdraw their forces.
