At first it seemed like a campaign caper. But last week, the hunt for the mysterious "mole" who mailed George W. Bush's confidential debate materials to the Gore camp turned more serious. NEWSWEEK has learned that the Justice Department has concluded there is a federal crime to investigate: interstate transportation of stolen property. A federal grand jury subpoenaed the records of Bush's ad firm Maverick Media, headed by Mark McKinnon, which produced the debate-prep video delivered to Gore adviser Tom Downey. For now, the Feds remain focused on McKinnon's assistant, Juanita Yvette Lozano, who was caught by a post-office surveillance camera mailing a package on Sept. 11.
